Open Synaptic - Under Settings>Repositories
First tab - make sure the first four boxes are checked
Second tab - delete cdrom item
Click close. Then reload when prompted. Close Synaptic.
Open Terminal. Now just be sure to include the entire path of the pia install file after the initial sh and it should install fine. I use it all the time.
fyi - a file i find helpful to install - nautilus-admin. It makes it so I can easily became a temporary administrator and edit config files that are read only, while using the gui comfort of Nautilus.
also on an unrelated matter - if you've not already done so be sure to install the newly added unattended-upgrades file. Auto security upgrades.
