You're running on hardware that's newer than Bookworm. I answered your question on Debian discord but you need to enable backports, update kernel, firmware and Mesa stack and install intel-media-va-driver-nonfree from Debian repos. The open-source driver decodes only, you need the nonfree driver to encode.
