I had unchecked all the window managers, but I did not uncheck the "Debian desktop environment" option.
OK, to recap,
to install a command-line version of Debian, I do...
- uncheck Debian desktop environment
- uncheck any window managers
(and, optionally, but I need this)
- check ssh server
