https://wiki.debian.org/DebianTesting..the testing installer is more for testing the installer than for installing testing. Bugs in the testing installer should be filed against the debian-installer pseudopackage.
The best way to install Debian testing is to install debian stable and then upgrade. The debian-installer version in testing might not always be functional.
