But, if I understand your configuration, you don't really need dnsmasq-base at all. Have you tried to add:your configuration is buggy because libvirt is starting an dnsmasq instance that is listening on no interface, which serves no purpose. Telling dnsmasq to listen to a different port will not help, because it will still not be used.
