General Questions • [workaround found] "reboot -f" not working anymore

I tested the reboot command using a Debian Bookworm (12.4, amd64) running in a virtual machine and I could not replicate what you reported:
  • with the -f option, the reboot command does an emergency reboot (as expected, see video below in mkv format)
    reboot_with_f_option_640_480.zip
  • without the -f option, the reboot command does a shutdown, then it reboots (as expected, see video below in mkv format)
    reboot_without_f_option_640_480.zip
Therefore, it seems everything is normal.

note: as a side note, from previous post, it seem you are running a Debian multiarch (i386, amd64) installation.
Do you have any updates on the topic?
