Q: WHY is Mate not "complete"?
A: Because many people do Not want are use all of the little bits, to either save disk space or perhaps faster performance.
however ---in just moments you can have the full suite

I am a long time Mate fan.
the Ubuntu version is very different... Ubuntu uses some odd bits of apps in the suite they provide, and Not all of the native Mate apps.
I forget the details... but the Ubuntu version to me is crude and unsatisfactory.
so, I for one feel that Ubuntu Mate is inferior to Debian Mate.
as said above Debian Mate with the mate-desktop-environment-extras meta package is Complete.
