You've done nothing wrong except to misunderstand what backports are. They are not simply "other versions" of a package. They are whatever the current version is in testing, rebuilt against the dependent packages in stable. 6.9 is in testing, therefore 6.9 is in backports. The only time there may be a mismatch in the major version is if testing has bumped to the next version and the backport maintainer has not rebuilt their package yet.
