The Pulse XFCE panel sound plugin does not show the system sound hardware for regular users. It does show an external sound card for users.
I plugged in an USB sound card and regular users can access it and play sound.
Both regular users are in the audio group.
It seems root can access the onboard sound card, but regular users cannot.
