Where does this legacy-provider come from? Does man -K "legacy-provider" report any results on your system? If so, which manpage?

Also, it might be helpful to show which command lines you use to encrypt and decrypt files, and which ones you consider with "legacy-provider".

Is your problem basically that you can't decrypt your files on Bookworm without the "legacy-provider" option?
