Have you tried their web service? This would be the simplest solution. Does this suit your needs?
If not, you can still download the deb package (archive it in case it is no longer available in the future). The version is currently 8.109.0.209.
To install it (let's say you downloaded the package in /tmp/skypeforlinux-64.deb):But this procedure probably won't work for future versions.
