Why are you arguing with the instructions? If you want persistence in Debian, do it as specified. FWIW, I've done it in the past and can confirm the instructions work. Be aware, Ventoy persistence is a different beast altogether. I've not tried that with Debian and I'm not sure it's possible (as I recall, when I looked at the question six months or so ago, I concluded the answer was "no," but no longer recall why).
Will mention, you're doing this the hard way. Full install to the USB hard drive, multi-boot if you like, would be more robust than persistence, by several orders of magnitude.
