According to this thread, CONFIG_AMD_PMF is not set in the Bookworm kernel and therefore it will not be supported until Trixie.
It might however be supported in a future bookworm-backports kernel, but would probably also require power-profiles-daemon to be backported to at least version 0.20.
A Debian bug report has been opened against src:linux requesting inclusion of amd_pmf as a module.
